bestuursrecht (vreemdelingenrecht) - wet uit juli 1998 die een relatie legt tussen het verblijfsrecht van vreemdelingen en de voorzieningen die door de overheid worden verstrekt. Daartoe zijn het Vreemdelingen Administratie Systeem (VAS) en de Gemeentelijke Basisadministratie (GBA) aan elkaar gekoppeld. Er zijn verschillende vormen van verblijfsrecht. Iemand zonder verblijfsrecht (iemand die illegaal in Nederland verblijft) heeft geen recht op voorzieningen, met uitzondering van dringende medische hulp, onderwijs voor leerplichtigen en rechtsbijstand.
